Shannon M. Grewer serves as Counsel in Locke Lord Bissell & Liddell LLP's Washington, D.C. office. Ms. Grewer's practice focuses on project finance and infrastructure development in the domestic and international energy sector. Ms. Grewer has experience in representing clients in connection with mergers and acquisitions, divestitures, financings, joint ventures and strategic alliances as well as infrastructure and construction development projects, including the negotiation, documentation and structuring of EPC and EPCM contracts for power generation projects, oil refineries and mining projects in the United States and abroad.

- Advising the developer of a telecommunications project in Pakistan.
- Advising a U.S. agricultural services company in connection with the development and expansion of farming operations in Pakistan.
- Represented an energy marketing and trading company in connection with the development and financing of a crude oil terminal facility in Oklahoma.
- Represented a privately held power generation company in the sale of its 50% equity interest in a 308 MW electric combined cycle gas fired power plant located in the southeastern United States.
- Represented a privately held power generation company in the acquisition of a 50% equity interest in a 103 MW combined cycle cogeneration facility located in the southeastern United States.
- Represented a privately held power generation company in the acquisition of a 50% equity interest in a 120 MW combined cycle cogeneration facility located in the southeastern United States.
- Advised the subsidiary of a large U.S. chemical company in the unwinding of a leverage lease financing of a chemicals plant in Texas.
- Advised the state owned airline of the Republic of Nauru in the acquisition of a Boeing 737-300.

- Advised the 1/3 owner of a coal-fired power generation facility in Southern California in the conversion of that facility to a biomass-fueled plant and renegotiation of the existing power purchase agreement.
- Advised the Government of Liberia on various investment agreements with foreign private investors for the lease and development of oil palm plantations, including the construction of processing mills and related infrastructure.
- Financing and construction of a US$900 million upgrade of an oil refinery in Morocco involving SACE, the Italian export credit agency, African Development Bank, Proparco and various international commercial lenders.
- Development and construction of a major mining project in the Democratic Republic of Congo.
- $1.3 billion sale and leaseback of a 779 MW coal-fired generating facility.
- Advised a construction company in the development of a LEED certified manufacturing facility in Los Angeles.
- Represented creditors of a major ethanol producer in reviewing and assessing the construction and development agreements, feedstock agreements and related hedging arrangements, power sales agreements, and project financing documentation for multiple ethanol facilities in connection with a Chapter 11 bankruptcy proceeding.
- Represented a private energy company in a bid to acquire five power generation facilities in the Caribbean and Central America.
- Represented a private equity firm in the acquisition of a development company for a 520 MW thermoelectric power station in Peru.
- Advised a developer in connection with the construction and operation of a biomass-fueled central utilities plant in Tennessee and the subsequent purchase and sale of generated steam and energy.
- Advised a U.S. public company in the potential acquisition of an equity interest in a 140 MW wind project.
- Advised a private equity firm in connection with the U.S. Department of Energy Loan Guarantee Program.
- Represented a large private equity firm in the acquisition of water and wastewater services businesses throughout the United States.
- Represented a Canadian mining company in the development and construction of a 115.6 MW electric power generation facility in Nevada.
